The municipal code of Carmel bans wearing shoes more than 2 inches high or with a base of less than one square inch unless the person wearing them has obtained a permit to wear them! This is to protect the city from lawsuits due to high-healed wearers tripping over the irregular pavement patterns in Carmel.
